Village of Republican City
The regular monthly meeting of the Board of Trustees was held on March 6, 2017, at 7:00 p.m. at the Fire Station with Trustees Einspahr, Hammond, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine and Tom Pollard were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Acting Chairman Hammond, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.
Motion by Orcutt, seconded by Valentine, to approve the minutes of the last meeting as published Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.
Motion by Orcutt , seconded by Einspahr to pay the following bills:
GENERAL: State of NE, $564.61; IRS, $114.50; Verizon, $111.39; Menards, $341.37; One Call Concepts, $3.03; Presto X, $55.62; Harlan County Journal, $62.17; TVPPD, $662.20; Presto X, $55.62; Payroll, $505.25; Frontier, $114.47; One Call Concepts, $1.14.
STREET: UHC, $2145.33; IRS, $919.22; TVPPD, $1366.74; Payroll, $3054.41.
WATER: TVPPD, $154.24; USPS, $34.00; NE Public Health Env Lab, $15.00.
WASTEWATER: USPS, $34.00; Holdrege Comm Sewer Svc, $500.00.
Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.
RECEIPTS: State of NE, $2635.07; Harlan County Treasurer, $4922.42; State of NE, $2651.41; TVPPD, $4814.26; Customer Receipts, $11,593.71; Int Inc- CD, $36.15; Int Inc- Ckg, $46.40.
Treasurer’s report was read and approved.
Hearing for Conditional Use Permit (CUP) for 236 Truman Avenue was opened at 7:07 pm. All requirements for the Conditional Use Permit were completed by the property owner. CUP was requested by property owner to place a carport on the south side of his property, within the required setbacks. Discussion was held regarding the CUP and no comments were made from the public. Motion by Orcutt, seconded by Einspahr to close the hearing at 7:11 pm. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried. Motion by Orcutt, seconded by Einspahr to approve the Conditional Use Permit for 236 Truman Ave. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.
Motion by Einspahr, seconded by Orcutt to approve Bryan Crowder as a new member of the RCVFD. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried. Motion by Orcutt, seconded by Einspahr to approve Sara Hammond as a new member of the RCVFD. Voting Aye: Einspahr, Orcutt and Valentine. There were no votes against the motion. Abstain: Hammond. Absent: Eddy. Motion carried. Motion by Einspahr, seconded by Valentine to approve Dillon Fleming as a new member of the RCVFD. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.
Revised estimate for proposed RV park was received from Miller & Associates that does not include concrete pads or shelter house. Gary Steele with Miller & Associates will be invited to the April meeting to discuss costs and benefit of using an engineer.
Discussion was held regarding installing a street light in the alley behind Waconda Boats. The additional cost will be approximately $30.00 per month. Motion by Orcutt, seconded by Valentine to install a street light in the alley behind Waconda Boats. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.
Discussion was held on possible street repairs/maintenance. Keith will discuss with Tri-State Paving areas on 2nd Street that are breaking up shortly after street was repaired.
Discussion was held regarding properties that may be considered nuisances. Speed bumps will be installed in early May. Agenda items for next month will include changing meeting time and closing Truman Ave in front of Fire Hall for Easter Egg Hunt.
Motion by Orcutt, seconded by Valentine to adjourn at 7:47 p.m.
The next regular scheduled village board meeting will be held Monday, April 3, 2017 at 7:00 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
