Village of Republican City

The regular monthly meeting of the Board of Trustees was held on June 3, 2019, at 5:35 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond, Orcutt and Valentine present. Past Clerk Waldo, Clerk Davis, Utility Supervisor Whetstine, Dave and Linda Duncan, Lorraine McClain, Mike McConnell were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.

Motion by Orcutt, seconded by Einspahr, to approve the minutes of the May 1, 2019 and May 13, 2019 meetings as published Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.


Michael McConnell entered the meeting.

Treasurer’s report was read and approved. Discussion was held regarding the decreasing street fund and different options for bringing revenue into the village.


Andrea Davis, New Clerk and Treasurer was introduced and welcomed.


Lorraine McClain was present to request permission to sell items in the parking lot, at the shopping center. The village does not allow venders to sell items in the shopping center parking lot. Would need to contact businesses for permission to sell on their lot. Peddlers permit would be required.


Eddy entered the meeting.


Michael McConnell was present to discuss budget for the fire department. Requested reimbursement for multi-purpose gear in place of SCBE gear, which was part of their budget request. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Requested to remove EMT’s Beerman, Crowder, Konert, B. Pollard from the roster.


Ordinance 309 was introduced by Chairman Eddy. Ordinance 309 reads: AN ORDINANCE OF THE VILLAGE OF REPUBLICAN CITY, NEBRASKA PROVIDING FOR THE SALE OF CERTAIN REAL PROPERTY OWNED BY IT AFTER PROPER NOTICE; TO REPEAL ANY CONFLICTING ORDINANCES; AND TO DECLARE AN EFFECTIVE DATE. Motion by Hammond, seconded by Orcutt to suspend the rule requiring three separate readings of the ordinance. Voting Aye: Eddy, Hammond, Einspahr, Valentine and Orcutt. There were no votes against the motion. Motion carried. Motion by Einspahr, seconded by Valentine to adopt Ordinance 309. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.


Discussion was held regarding two proposals for street repairs. Motion by Hammond, seconded by Einspahr to except the bid from Tri-State Paving for $9,733.00. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Clerk will contact Miller and Associates for possible street grant information.


Motion by Orcutt, second by Einspahr to approve the building permit for 7 Pioneer Drive. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Motion by Orcutt, second by Hammond to approve the building permit for 202 W. 2nd. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Discussion was held regarding a shed that has been placed at 3 Pioneer Drive. Building permit will be considered at the next meeting.


Shelter has been delivered, construction date to be determined at a later date. Curbit will be extended to include both swing sets and discussion was held regarding the purchase of garbage cans.


Discussion was held regarding garage door opener, on south fire hall door. Keith will contact Overhead Door.


Discussion was held regarding spraying residential ditches for weeds. Property owner is responsible for spraying weeds in the ditches. Letters will be sent regarding campers being used as living quarters. Reminder that nothing other than cardboard is to be placed in the cardboard trailer. Nuisance letters have been sent. Sale of dirt and spraying for mosquitos will be discussed at the next meeting. Complaint was made regarding fireworks. Advised to call sheriff if it happens again.

Motion by Einspahr, second by Valentine to add Andrea Davis to checking accounts. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.


Motion by Hammond, seconded by Einspahr to adjourn at 6:40 p.m.


The next regular scheduled village board meeting will be held Monday, July 1st at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
