The regular monthly meeting of the Board of Trustees was held on July 3, 2017, at 5:30 p.m. at the Fire Station with Trustees Eddy, Einspahr, Orcutt, Hammond and Valentine present. Clerk Waldo, Utility Supervisor Whetstine and Michael McConnell were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.


Motion by Orcutt, seconded by Valentine, to approve the minutes of the last meeting as published Voting Aye: Eddy, Einspahr, Orcutt and Valentine. There were no votes against the motion. Absent: Hammond. Motion carried.


Motion by Valentine, seconded by Orcutt to pay the following bills:

Treasurer’s report was read and approved.


Motion by Valentine, seconded by Orcutt to bring the discussion of RCVFD bunker gear from the table. Voting Aye: Eddy, Einspahr, Orcutt and Valentine. There were no votes against the motion. Absent: Hammond. Motion carried. Michael McConnell was present to discuss the need for new bunker gear for the RCVFD. Discussion was held regarding NFPA standards and handouts were reviewed, EMTs should receive newest bunker gear and RCVFD fundraisers. Handout was distributed detailing costs of one complete set of bunker gear. Motion by Einsphar, seconded by Orcutt to buy 2 sets of bunker gear for the RCVFD at a maximum cost of $2500.00 each. Voting Aye: Eddy, Einspahr, Orcutt and Valentine. There were no votes against the motion. Absent: Hammond. Motion carried.


Motion by Orcutt, seconded by Einspahr to deny the building permit for 238 McPherson as the structure is in violation of Ordinance 274. Voting Aye: Eddy, Einspahr, Orcutt and Valentine. There were no votes against the motion. Absent: Hammond. Motion carried. Motion by Einspahr, seconded by Valentine to deny the building permit for 219 Atkinson as the proposed structure is within the setback guidelines as set forth in the current Zoning Regulations. Voting Aye: Eddy, Einspahr and Valentine. There were no votes against the motion. Absent: Hammond. Abstain: Orcutt. Motion carried.


Trustee Hammond entered the meeting.


Motion by Eddy, seconded by Hammond to open the hearing for Conditional Use Permit (CUP) #13 for 219 Atkinson at 6:05 pm. Discussion was held regarding current setbacks and position of structure on property. All CUP guidelines were met. No comments were made by the public nor received by the Clerk. Motion by Einspahr, seconded by Valentine to close the hearing at 6:09 pm. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Motion by Valentine, seconded by Einspahr to approve Conditional Use Permit #13 for 219 Atkinson. Voting Aye: Eddy, Einspahr, Hammond and Valentine. There were no votes against the motion. Abstain: Orcutt. Motion carried.


Motion by Orcutt, seconded by Valentine to bring the discussion regarding the structure built without a building permit at 238 McPherson from the table. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. After discussing with Village Attorney Walker, this situation would be eligible for a Conditional Use Permit. Information will be sent to the property owner to complete and there will be a hearing at the August 2017 meeting.


No action was taken on the discussion to amend Ordinance 274 as Village Attorney Walker was not present at the meeting.


Discussion was held regarding the RV Park. No additional information has been received from Miller & Associates. Trustee Einspahr requested that a committee of 5 people be formed to head the new playground and shelter house project and to budget $30,000.00 for the project with the remainder to be raised through fundraising. Shelter would be an open air shelter without bathrooms. Motion by Orcutt, seconded by Hammond to form a committee of 5, headed by Trustee Einspahr, to head the playground and shelter house project and to budget $30,000.00 for said project. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.


Backflow device in fire hall was tested and will probably need replaced. Cross Connection survey will be sent to all property owners per state regulations. All surveys must be returned. Nuisance letters will be sent to properties with tall weeds/grass.


Motion by Hammond, seconded by Orcutt to adjourn at 6:25 p.m.


The next regular scheduled village board meeting will be held Monday, August 7, 2017 at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
