The regular monthly meeting of the Board of Trustees was held on February 6, 2017, at 7:00 p.m. at the Fire Station with Trustees Eddy, Einspahr, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine and Steve Pool were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.
Motion by Orcutt, seconded by Valentine, to approve the minutes of the last meeting as published Voting Aye: Eddy, Einspahr, Orcutt and Valentine. There were no votes against the motion. Absent: Hammond. Motion carried.
Motion by Einspahr, seconded by Orcutt to pay the following bills:

Treasurer’s report was read and approved.
Chairman Eddy opened the floor to any discussion on the Application for Addition to Liquor License for Harbor Foods, L.L.C., dba Fat Willy’s Mexican Grill. Motion by Trustee Eddy seconded by Trustee Einspahr to approve the Addition to Liquor License, subject to all rules, guidelines and regulations set forth by the Nebraska Liquor Control Commission for Harbor Foods, L.L.C., dba Fat Willy’s Mexican Grill. There being no discussion upon the motion made, the following voted aye: Eddy, Einspahr, Orcutt and Valentine. There were no votes against the motion. Absent: Hammond. Motion carried.
Discussion was held regarding health insurance for part time employees. Part time employees are not eligible for health insurance under the group plan with United Healthcare, therefore, health insurance for Clerk Waldo was terminated on January 31, 2017. This is an industry standard. Further discussion will be held at the March meeting.
Steve Pool was present to discuss the Dispatch to Cell. Features of the service were discussed. Several departments in Harlan County are interested in going together to contribute to rental and usage costs. Estimated yearly cost for RCVFD would be $520-$530. Steve will be presenting to RCVFD at their next meeting.
Clerk Waldo and Bruce Beins were trained on the new NARSIS system for entering ambulance runs. Ambulance run entry is current and all bills will be submitted to the billing company by the end of the week. EMTs will be trained at a future RCVFD meeting.
Discussion was held regarding the proposed RV Park, state water regulations and reducing the proposed cost. Keith will contact the state regarding requirements, Missy will contact Miller and Associates to request a revised estimate for RV park only with gravel instead of concrete. Discussion was held regarding necessary steps including community hearings, possibly putting it to community vote and advertising for bids. Further discussion will be held at March 2017 meeting.
Need was expressed for a street light on 1st Avenue, west of Harlan County Steakhouse. Keith will contact TVPPD.
Motion by Valentine, seconded by Einspahr to adjourn at 7:59 p.m.
The next regular scheduled village board meeting will be held Monday, March 6, 2017 at 7:00 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
