Village of Republican City

The regular monthly meeting of the Board of Trustees was held on December 4 , 2017, at 5:30 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine, Dawn and Mike Quinn, Ryan Zinnel and Kelly Christensen were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.

Motion by Orcutt, seconded by Valentine, to approve the minutes of the last meeting as published Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.


Motion by Hammond, seconded by Einspahr to pay the following bills:

Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.

Treasurer’s report was read and approved.


Motion by Einsphar, seconded by Valentine to take the agenda item of Recycling Trailer from the table. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Mike Quin with MNIS was present to discuss the recycling trailer. Mike recommended a 10 bin trailer due to increase in population in summer months. Grant funds are available through Nebraska Recycling. Clerk will get two bids for a 10 bin trailer and separate trailer for cardboard and complete grant application for approval at January meeting.


Motion by Hammond, seconded by Orcutt to re-appoint Kris Eddy as Chairman of the Village Board; Duncan, Walker, Schenker and Daake as Village law firm, Reed Miller with Miller & Associates as Street Superintendent, Martha Orcutt as Street Commissioner, all Board Members as Water Commissioners and Miller & Associates as Village Engineer for January 1, 2018 – December 31, 2018. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.


Two bids were received for Southern Horizons, Lot 12. First bid was from Ryan and Lexi Zinnell for $8,511.00. Second bid was from Kelly and Michelle Christensen for $8525.00. Motion by Orcutt, seconded by Einspahr to accept the bid of $8,525.00 from Kelly and Michelle Christensen. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Purchase will be finalized by ordinance at the February 5, 2018 meeting.


Discussion was held regarding employee health insurance plan changes and rate increases for 2018. Plan benefits and rate schedules from United Healthcare were reviewed. Motion by Hammond, seconded by Einspahr to offer United Healthcare plan AU-QC at a rate of $2,409.81 per month. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.


Request was made for a new stop sign at the corner of West Avenue and 2nd Street. Discussion was held regarding January meeting date as it falls on January 1, 2018. No motion was made to change the meeting date. Clerk’s office will be closed December 18-22, 2017.


Motion by Hammond, seconded by Orcutt to adjourn at 6:15 p.m.


The next regular scheduled village board meeting will be held Monday, January 1, 2018 at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
