The regular monthly meeting of the Board of Trustees was held on December 3, 2018, at 5:30 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.
Motion by Orcutt, seconded by Einspahr, to approve the minutes of the last meeting as published Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.
Motion by Hammond, seconded by Orcutt to pay the following bills:

Treasurer’s report was read and approved.
Motion by Hammond, seconded by Valentine to re-appoint Kris Eddy as Chairman of the Village Board; Duncan, Walker, Schenker and Daake as Village law firm, Reed Miller with Miller & Associates as Street Superintendent, Martha Orcutt as Street Commissioner, all Board Members as Water Commissioners and Miller & Associates as Village Engineer for January 1, 2019 – December 31, 2019. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.
No discussion regarding the Republican City Volunteer Fire Department as there were no members present.
Ordinance 306 was introduced by Trustee Eddy. Ordinance 306 reads: AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN REAL PROPERTY BY SEALED BID FROM NOVEMBER 5, 2018; TO APPROVE THE TERMS, CONDITIONS, AND CONSIDERATION OF SAID SALE; REPEALING ANY INCONSISTENT ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE. . Motion by Valentine, seconded by Hammond to suspend the rule requiring three separate readings of the ordinance. . Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Motion by Valentine, seconded by Hammond to adopt Ordinance 306. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.
Motion by Einspahr, seconded by Orcutt to pass Resolution 120318-1, authorizing the Chairman to sign the contract with Creative Sites LLC. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.
Discussion was held regarding employee health insurance renewal. Several plans were reviewed. Motion by Hammond, seconded by Einspahr to offer UHC plan BI-5P/RX940 at a cost of $2697.57 per month. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried.
Discussion was held regarding nuisance at 240 Truman. Letter was sent by attorney and progress has been made. Cars have been removed from the street and trailer with garbage has been removed. Deadline for clean-up is December 5, 2018.
There were two gentlemen selling meat from their truck recently. Valid identification was shown and a Peddler’s Permit was issued. This permit in no way endorses a business or verifies it’s legitimacy. This permit is only a receipt for the permit fee.
Motion by Hammond, seconded by Orcutt to adjourn at 5:55 p.m.
The next regular scheduled village board meeting will be held Monday, January 7, 2019 at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
