Village of Republican City

The regular monthly meeting of the Board of Trustees was held on May 1, 2019, at 4:30 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine, Josie Kelly and Matt DeFreese were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.


Motion by Orcutt, seconded by Einspahr, to approve the minutes of the April 1, 2019 and April 3, 2019 meetings as published Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.


Motion by Orcutt, seconded by Einspahr to pay the following bills:

Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Absent: Eddy. Discussion was that the RCVFD will be reimbursing the Village for the $1438.26 bill from White’s Auto due to work being done on the vehicle without prior approval from the Village Board.

Treasurer’s report was read and approved.


No report from Republican City Volunteer Fire Department.


Motion by Einspahr, seconded by Orcutt to pass Resolution 050119-1, to sell Southern Horizons Addition, Lots 4 (Tract 2) and 5 to Dave and Linda Duncan for $4999.00. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried. Discussion was held regarding moving or removing the light pole that will be in the middle of the future driveway for this lot. TVPPD will charge approximately $1300.00 to move the pole across the street. Josie Kelly was present stating that their corner would very dark without a light pole in the area. Motion by Orcutt, seconded by Valentine to move the light pole across the street. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.


Motion by Orcutt, seconded by Einspahr to approve the building permit for Harlan County Dam Playhouse. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried. Additional discussion was held regarding roof leaks, spring clean up and 10 year Anniversary Celebration.

Motion by Orcutt, seconded by Einspahr to approve the building permit for 214 Atkinson. Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.


Playground structure has been assembled, waiting on concrete to secure the poles. Thank you to those that volunteered their time and equipment. Thank you to the Island for providing pizza. Shelter is scheduled to arrive the end of May.


Discussion was held regarding the nuisance at 240 Truman Ave. Property owner has stated that the Holdrege dump is not allowing trailers at this time. Will contact Attorney.

Josie Kelly left the meeting and Kris Eddy entered the meeting.


Motion by Orcutt, seconded by Valentine to go into Executive Session at 5:02 pm to discuss personnel issues. Motion by Orcutt, seconded by Valentine to come out of Executive Session at 5:19 pm. Interview will be scheduled for the Clerk/Treasurer position. Clerk Waldo, Chairman Eddy and Trustee Valentine will conduct the interview. Time and day to be determined.


Jack Mullins with Tri-State Paving will be in the area in 2-3 weeks to complete a proposal for road work/repairs. Keith will also contact Figgins in Red Cloud for a proposal. Gravel has been delivered for several streets, additional gravel is coming.


Motion by Hammond, seconded by Orcutt to adjourn at 5:22 p.m.


The next regular scheduled village board meeting will be held Monday, June 3, 2019 at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
