The regular monthly meeting of the Board of Trustees was held on February 4, 2019, at 5:30 p.m. at the Fire Station with Trustees Eddy, Einspahr, Hammond, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine, Michael McConnell and Angela Bower were also present. Posted notices in three public places within the village.
Notice of meeting and agenda was given to Trustees in advance. As required by law Acting Chairman Hammond, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.
Motion by Orcutt, seconded by Valentine, to approve the minutes of the last meeting as published Voting Aye: Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Eddy. Motion carried.

Treasurer’s report was read and approved.
Michael McConnell was present for the RCVFD. Discussed the clogged def filter with Janssen Ford and Big John Ford and neither do def filter cleaning. Can cut out the def filter, chip, replace with a straight pipe, re-chip for half the price of a new filter. Would have to be disclosed if/when the ambulance is sold. Cost would be approximately $1,500.00. Discussion was held regarding process to clear filter if ambulance goes into “limp mode”. Warning is given several miles ahead of the ambulance going into “limp mode”. No action taken on repairing at this time. Chairman Eddy entered the meeting. Discussion was held regarding Fire School. Several members will be attending. McConnell demonstrated a thermal imaging camera that will be for sale at the schooling for a lower cost than usual. Camera was included in budget request for 2018-2019. An additional vacuum splint/backboard was requested to have as a spare. No action taken on the purchase of this item.
Ordinance 308 was introduced by Chairman Eddy. Ordinance 308 reads: AN ORDINANCE AUTHORIZING THE VILLAGE TO CHARGE A FLAT FEE FOR FILL DIRT HAULED/USED BY NON-RESIDENTS FROM VILLAGE PROPERTY; TO SET SAID AMOUNT AT $10.00/YARD; REPEALING ANY INCONSISTENT ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE. Motion by Orcutt, seconded by Valentine to suspend the rule requiring three separate readings of the ordinance. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. Motion by Einspahr, seconded by Hammond to adopt Ordinance 308. Voting Aye: Eddy, Einspahr, Hammond, Orcutt and Valentine. There were no votes against the motion. Motion carried. A letter will be sent to Taylor Manor resident that has removed excessive amounts of dirt without permission, that the removal of dirt should stop immediately.
Discussion was held regarding the Playground/Shelter house. Shelter drawings were presented to the board with locations of posts 5 and 6 on the shelter. Mulch color will be Caribbean Blue.
Letter was sent by Village Attorney Daake to property owner at 240 Truman Avenue regarding the increasing amount of trash that is being stored in a trailer in the driveway. Property owner has until February 8, 2019 to dispose of the trash before legal action is taken. This is the second time in six months that a nuisance letter has been sent regarding this matter.
Discussion was held regarding the alley between Atkinson and Pioneer Drive. This alley is designated and maintained by the village and is a public alley. Clerk has received a contract from Nebraska Interactive regarding accepting online payments for utilities. Will have Village Attorney review and should have contract on agenda to sign at March meeting. Discussion was held regarding March meeting. Clerk will be out of town February 27-March 3. Packets will be delivered early and meeting will remain on March 4, 2019.
Motion by Einspahr to adjourn the meeting at 6:12 pm. Meeting adjourned.
The next regular scheduled village board meeting will be held Monday, March 4, 2019 at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
