The regular monthly meeting of the Board of Trustees was held on August 7, 2017, at 5:30 p.m. at the Fire Station with Trustees Eddy, Hammond, Orcutt and Valentine present. Clerk Waldo, Utility Supervisor Whetstine, Attorney Doug Walker, Dennis and Jamie Hall, Linda Lewton, Noah Rowe, Elli Keller, Marcy De Jonge and Sami Bradley were also present. Posted notices in three public places within the village. Notice of meeting and agenda was given to Trustees in advance. As required by law Chairman Eddy, pointed out the copy of the Opens Meeting Act posted on the wall for public viewing and called the meeting to order. Proceedings shown were taken while convened meeting was open to the public.
Motion by Orcutt, seconded by Valentine, to approve the minutes of the last meeting as published Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.

Treasurer’s report was read and approved.
Motion by Valentine, seconded by Orcutt to approve the additional 1% increase in restricted funds in 2017-2018 fiscal year budget. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.
Motion by Hammond, seconded Valentine to pass Resolution 080717-1, preliminary levy allocation from county board. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.
Motion by Orcutt, seconded by Valentine to approve transferring $8,000.00 from general fund to street fund and transferring $7,000.00 from general fund to the water fund. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.
Dennis Hall was present to discuss insurance expenses that were to be billed to the rural fire department, but had not been billed since 2010. The rural fire department has been billed in the past for all their vehicle insurance, and half the liability, building and equipment insurance. There is no ordinance or resolution regarding what rural has agreed to pay. Past agreement has been a verbal agreement. Clerk will meet with Waggoner Insurance Agency to go over policies to verify coverage on all equipment, buildings and trucks. Board would like to meet with the Rural Fire Department President and Treasurer and pass an Ordinance outlining the insurance expense responsibilities for each. Discussion was held on back billing for past years, tax base of rural fire district and amount of lost income.
Motion by Hammond, seconded by Orcutt to open the hearing for Conditional Use Permit #14 (238 McPherson) at 6:04 pm. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried. Noah Rowe was present to discuss the Conditional Use Permit #14. There is no language in the Zoning Regulations to apply a fine or penalty at this time.
Motion by Hammond, seconded by Orcutt to approve the building permit for 3 Pioneer Drive. Voting Aye: Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Abstain: Eddy Motion carried. Motion by Hammond, seconded by Valentine to approve the building permit for 202 E. 3rd Street. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried. Motion by Hammond, seconded by Orcutt to deny the building permit for 212 Atkinson due to more information needed regarding the proposed fencing material. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.
Motion by Hammond, seconded by Orcutt to add the following members to the Republican City Volunteer Fire Department Roster: Andy Miller, Elizabeth Miller, Jesse Langley and Tucker Spellman. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.
There being no comments from the public, motion by Valentine, seconded by Hammond to close Conditional Use Permit #14 hearing at 6:17pm. Voting Aye: Eddy, Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried. Motion by Hammond, seconded by Valentine to approve Conditional Use Permit #14. Voting Aye: Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried.
Doug Walker was present to discuss amending Ordinance 274 to include the ability to apply a fine or penalty for violation of the ordinance. Motion by Hammond, seconded by Orcutt to include a penalty/fine of up to $500.00 for violating Zoning Regulations. Voting Aye: Hammond, Orcutt and Valentine. There were no votes against the motion. Absent: Einspahr. Motion carried. Attorney Walker will draft an ordinance for the Zoning Regulations to apply a penalty up to $500.00 per day, to be passed at the September meeting.
Discussion was held regarding the proposed playground and shelter house project. A committee has been formed that consists of: Ron Einspahr, Shirley Valentine, Sami Bradley, Brittany Artz and Nicki Snyder. A representative from the Eric Crouch Foundation gave recommendations regarding size, location, etc. Will be sending a proposal and drawings for playground and shelter house. Estimated cost is $50,000.00 - $60,000.00. Grants available from DEQ and Nebraska Games and parks for equipment and rubber mulch. Committee will contact Pat Underwood regarding grant writing. A small tree may have to be removed. Fire Department members have volunteered to help with building the playground structure.
Discussion was held regarding proposed RV Park. New estimate from Miller & Associates is $211,707.54, which is approximately $13,000.00 per site. No further discussion.
Discussion was held regarding changing the date of the next meeting due to Labor Day. Meeting will stay on Monday, September 4, 2017.
Marcy DeJonge was present to discuss Trail of Treasures that will be held in October. Marcy would like to organize a Circle Drive Market in the shopping center again this year.
Discussion was held regarding pre-registration numbers and additional needs. Will be placed on September agenda.
Backflow device has been ordered and will be installed by Keith. Previous buildings with non-profit status that are now owned by private individuals are subject to regular billing rates. Discussion was held regarding parking cars on the streets.
Motion by Hammond, seconded by Orcutt to adjourn at 6:46 p.m.
The next regular scheduled village board meeting will be held Monday, September 4, 2017 at 5:30 p.m. at the Fire Hall. Meeting is open to the public and the public is encouraged to attend.
